IOD-PARC provides organisation development and monitoring and evaluation support to companies, government bodies and charities that are trying to improve what they do and how they do it.

 

IOD PARC has grown steadily by helping clients to assess what works and why, and by developing and facilitating processes that enhance their future performance.

 

Their  consultancy work in the international development arena focuses on Organisation Development and Performance Assessment. They have a proven track record for helping organisations deliver real and lasting change. 

 

Work carried out together includes an evaluation of the Partnership between IFAD and the African Development Bank, an evaluation of the African Development Bank's Decentralization strategy and policy, and an evaluation of the Bank’s Assistance to Fragile States. 

 

Kabell Konsulting and IOD-Parc are also jointly part of the Core Team for the Second Phase of the Evaluation of the Paris Declaration

ADE, created in 1990, specialises in assisting private and public decision-makers in the formulation of rational economic decisions and in monitoring their implementation. In accordance with its mission statement, ADE intervenes at every stage of the decision-making process from data collection, processing and analysis for diagnostic study through to advice on strategic orientation. It provides assistance throughout the cycle, support for project execution including any studies required to that end, monitoring of interventions, and evaluation of projects, programmes and policies.

 

Work carried out together includes an innovative evaluation of the channelling of funds through UN, WB and EIB, commissioned by the EC:

  • the Evaluation of EC aid delivery through the UN family, released in May 2008; and

  • the Evaluation of EC aid delivery through the WB and EIB, released in November 2008.

ADE and Kabell Konsulting collaborated on latter report which was rated as "Very Good" by the Joint Evaluation Unit. See links below.

Based in Copenhagen, Verner Kristiansen draws on extensive experience in international development when advising private and public sector partners on a broad range of topics from development planning, communication strategies and impact assessments. Assignments include long-term international development planning as well as quick impact interventions to develop new concepts using participatory methods.

 

Joint projects with Kabell Konsulting include the development of a Joint Financing Arrangement to support the Inter-Governmental Authority on Development (IGAD) in the Horn of Africa. The JFA is now being implemented in a first phase of harmonized Development Partner support to IGAD's delivery of its mandate to become a Regional Economic Community promoting peace, stability and economic development in the Horn of Africa.

 

 

The Paris Declaration Team 

The Paris Declaration, signed in 2005, is one of the most significant policy declarations in the world of development cooperation and one of the biggest challenges in the field of development evaluation. The evaluation of the implementation of the Paris Declaration is an integral part of the Declaration itself. The first phase of the evaluation, which was presented at the HLF in Accra, was an early evaluation and focused on ways of improving and enhancing implementation, rather than giving any definite judgement about effectiveness. The second phase of the evaluation was more summative and provided information about the end impacts and effects of increased aid effectiveness.

 

Kabell Konsulting carried out in 2007-2008 the First phase of the Evaluation of the Implementation of the Paris Declaration, and the Team Leader Bernard Wood presented the report to the High Level Forum in Accra in September 2008:

The MOPAN Assessment Team

 
The Multilateral Organisation Performance Assessment Network (MOPAN) was launched in 2002 as a network of like-minded donor countries for monitoring the performance of mulitlateral development organisations. The Network’s assessments identify strengths and areas for improvement in the multilateral organisations. Findings are used for discussions with the organisations and with their partners, and as ways to further build the organisations’ capacity to be effective.

The Network has taken steps over the last years to become more ambitious and professional, with a reshaped assessment approach, more organisations assessed and a permanent Secretariat, hosted by the OECD’s Development Co-operation Directorate in Paris since 2013.

 

IOD-PARC and Kabell Konsulting developed the new approach to assessments, MOPAN 3.0  This is a new operational and methodological iteration of how the Network will assess organisations; it was finalised and first implemented in 2015.  Under MOPAN 3.0, the Network is assessing more organisations concurrently than previously, collecting data from more partner countries, and widening the range of organisations assessed over a two-year cycle.
